Server one was concurrent users per box. I believe the cost is about $90
each list, less if you buy quantity.

It's not something I deal with often, back in the NT 3.1 days they did a
deal where if you upgraded from 3.1 server to 3.5 server you could get 250
CALs for free (3.1 didn't have client access licenses) so I ended up with a
thousand or so. From then on I've only had to pay upgrade costs which is
typically 1/2 price or less.
