I know it is available, I am not sure of it's default install status.  
Scitech's SNAP 3 has a newer OGL available in it but it would require 
any programs to be recompiled to make use of it.  What I reallly hope to 
see from this is once the hardware acceleration is complete for Odin to 
be able to use it.
