CRT or LCD? The latter has a "must use" refresh, and may not let
your system
boot if you don't match it.
For CRTs, 85 is a reasonable compromise. Higher is better. Avoid anything
near 60 HZ in the US (50 in EU) because that's the line frequency, thus the
flicker rate of all electrical light sources. Incandescent sources usually
have such a small amplitude that you don't notice it, but florescents have
it just large enough to clash badly with a CRT. The result is headaches and
eyestrain, at a minimum. Even without florescents nearby, you can see a 60
Hz flicker (get a mostly white or gray screen and look about 30-45 degrees
off-axis) and it will cause eyestrain and headaches. Around 72 Hz is the
bare minimum to avoid eye strain.
