CB> test adds no quality to the process
MS> The competency test adds quality to the process in two ways:
MS> 1) If too many kids fail it, their will be political pressure
MS> from parents to improve the process. (Failure rates are
MS> published.)
MS> 2) Kids wanting to get into college, or even get all but the
MS> worst jobs, get motivation to cooperate with the process.
This only will improve the scores to a certain point, a quality managed
system would have the vast majority passing. How many are dropping out?
All this is is Management by Results, a very old factory system.
Motorola has not done this for 10 years, yet they achieve a very high quality
product. (I think the quality of the final product is at 99.99969% from what
I read on the Internet).
As for where these high quality students would get jobs--the world would be
their job market.
