Yeah, I had the same thing, the rather elderly version of FroDo I use has a max of 38400, and I wouldnt normally setup a comms prog like Telemate to use the modem at that speed with a V34+ modem. That sort of thing can certainly bite. Particularly when doing it the way USR does the ATZ doesnt have a SINGLE benefit whatever.
