When you disable it you need to reboot. Also check the mail server setting
in the email program because older versions of norton would make a perm
change to that.
You could use telnet to ports 25 and 110 to see if you can see the server
and connect (maybe you are blacklisted ).
I don't know exchange, it's not an email server, it's groupware that does
email on the side. :)
