One packet in say 30-60 seconds would be acceptable maybe even normal in a
heavily loaded network. BUT only if it's a timeout, change the ping command
ping x.x.x.x -w 5000
Now it will wait 5 seconds (before it would wait just over 1 second) before
giving you the no reply message. If the packet is delayed it is normal, if
the packets still time out with the above and you see more than one in say
2 minutes, it's an indication of traffic being dropped instead of delayed.
That's not normal, that's an indication of a problem.
