creates zero-byte files.

Wouldn't just setting UpperCase=Yes in the INI files accomplish
that for display purposes? (Unless you want it in more
instances, or it's something HPFS does that FAT doesn't, in
which case "for %f in (*.*) ren %f %{at}upper[%f]" might do it.)
