What are you talking about?  Mustaine played a big part in writing some of 
the material for Kill Em All:  Hit the Lights,  Seek and Destroy,  The Four 
Horsemen.. The list goes on.  
Secondly,  Metallica did not give him permission, like Mustaine was their 
bitch or something.  He was an active member.  In fact he was too active:
He played lead, wanted to sing as well, and was getting too much attention
from the fans which ultimately had him booted out.  Hetfield and Lars 
were simply jealous of him.
