I know the feeling, though I just said "heck with it", and converted.
There's now a few things, a 3.x compatible UEdit, there's MUED (freeware, and
for DOS and OS/2), and there's a new graphical (re: Windows) editor that I've
been playing with, but is not released yet.
I know that both the 3.x UEdit and MUED will handle deletions.  There's also
this:

                               Purge maintenance utility for DOS & OS/2.
                               Purges old users from your USER.BBS.
This one works quite well for Max 3.x systems.
