Any proposed amendment(s) need to be discussed and drafted by a group (of as many sysops as possible) before being presented. This ensures that is has met the tests of opinion and due consideration. No single individual can reasonably expect to offer positive changes that the majority can agree to without affording others the opportunity for dissent, unless it is/they are very minute and inconsequential. Even then, such must be presented to the IC, who then conducts a poll of the RC's. Our proposal has met these criteria, as should any future ones.
