Some benchmarks for your packet-loss crusade:

o Local segment: What Geo. said; very few dropped.

o Through traffic-throttling boxes: ask he who controls said boxen.

o Commercial-grade service guarantee from ISP, to local sites (on the ISPs
spine) - 2% max.  Via the public internet - 5%, if they'll risk a guarantee
at all.

o Typical on the net in Asia, on a bad day - 20%.
