This has nothing to do with tcp/ip 4.x.

Yes. It is a problem of WARP4 since GA. The object gets sometimes not 
crated during install or it is quite hidden. When I remember riight 
you find on HOBBES a CMD that gets it visible again.

On other hand it looks like you have missed to install the last peer 
fix for WARP4. As this had helped me to get the object back after I 
had installed the fix.

Sorry, but that I had to install WARP4 or a fix for that is now fife 
years back.  Since then I use eComStation instead.
