The German OS/2 FAQ states that OS/2 will not use more than 16 MB memory if you have an ISA board with a bus-mastering device plugged into it. This includes some SCSI controllers and network cards... In this case, all memory above 16 MB is used as an extension to the swap file. This is still better than swapping to disk! I don't know about LocalBus bus-mastering (if it exists, anyway), but with EISA bus-master devices this problem does not occur.
