Well you simply add a winding to the torroid core transformer
and substitute transistors to handle both the voltage for 110
and current for 12 volts... well you'd need a switch as well.

Some wire, a switch and a couple of power FETS.
Everything behind the torroid should work just fine
if one designs the input correctly.
