No, EISA used a slot very similar to 16-bit ISA, but deeper -- additional
contacts were in a second row *below* the normal row of ISA contacts.

The 16-bit ISA + extra slot layout was used for VESA Local Bus, and passive
PCI/ISA backplanes.
