As I remember right you have to do some single steps to get it:
Installing tcp/ip 4.1 on warp 4 is more complicate as it seems.
1. install the mptn it comes with.
this is a prerequisite to get the 4.1 stack functional
2. install tcp/ip 4.1 stack
3. install the fix for tcp/ip 4.1 stack
4. install the tcp/ip applications.

There are more fixes for but I can't reproduce it now because it's too
long back.

Try a look at

Yes, this site speaks engish (optionally).

On other hand, tcp/ip 4.1 is more dead than 4.0 already.

http://www.warpupdates.mynetcologne.de/
knows more about fixes to OS/2 than me.

Upgrade from WARP4 is really cheap as you have not to buy another
WARP4 license as new user has.
