Allowed it? Not exactly. Prior to the last major revision, it was
the purview of the individual counties as to the "licensing" aspect.
There was a flaw in the previous law (for a short time) which
allowed open (notorious?) carry w/o a permit. That was closed real
fast (as far as legislative action could be called "fast").
Open carry is still allowed in many instances as found in F.S.
790.25 (3) (about 22 paragraphs worth).
What not many people can find is the authority of the legislature
to mandate a licensing (read - TAX) scheme within the Florida
Constitution. The authority to regulate whether or not carry shall be
open or concealed is in there.
