It's been on the emergency brake pedal bracket on GMs since before God!
Look dilligently around and about the bracket and the pivot of the pedal
arm and you'll find it. On my '80 GM it's adjustable.
Probably, your linkage is bound up enough that the pedal arm is not
returning all the way.
