Isn't it interesting that people from every zone contributed to
our proposal over a period of nearly a year?

Develop all the amendments and new Policies you like... just save them
for AFTER ours gets a chance to pass or fail on its merits.  Don't go
about complicating what so many have worked so hard to accomplish.
