ISTR that the the folks at Slack or Debian were working on a "virtual
ISO tool" [my term] that would take a list of packages and get them
individually and then assemble them into an ISO locally. their motive
was to reduce server load when a new ISO contains 80% of the old ISO's
content etc... but it would provide a convenient way for low bandwidth u
sers to get large ISOs with less reliance on resuming downloads

OTOH you could complain to them source of the ISO and ask them to pressure
the maintainer of their server to upgrade their software to something
capable of resuming downloads.
