I won't comment on the rest of your message here, other than to say that what you expect is not yet realistic. You can not, I repeat not, achieve sysops level voting on matters of Policy. We may be able (at a later date and amendment) to place heavier requirements on the *C's to vote according to the will of their nets/regions, but FIRST we need to make passing amendments actually possible. Until now, efforts like ours have been futile. Then, a while ago, Ward mentioned that he would relax the "ALL RC's" requirement for passage of a referendum... mainly due to the chaotic state of some zones and regions (where some RC's are/were either missing or not responsive). Despite whatever disagreements you have with him, I hope you can take into account that he is NOT of the same genre as past *C's have been, in that he is actually a proponant of change (being one of those involved in drafting our proposal). AS> I think any polls are needed in case we want to get aware with a truth. If you are so hell-bent on polls, try this one: Post the proposal and summery in your echos of choice, and ask: "Do you support the changes included in this proposal?"
