MS>Once upon a time, folks used to write 16-bit OS/2 apps that MS>were then "bound" so that the .EXE could be used under both MS>OS/2 and DOS. If you want, you can actually bind a DOS EXE with a PM one, you just make two versions of the program, one for DOS, one for OS/2, then put a STUB statement (think that's what its called) in the DEF file of your OS/2 program that names the DOS exe, then when the exe is run under DOS, the DOS exe is run, and under OS/2, the OS/2 exe is run.
