I don't think you actually understand how adaptive answer works. It's not a function of the remote modem at all. If YOUR modem hears fax CNG tones from the remote device, it should automatically switch into fax mode, and issue the fax connect tones. However, if it hears nothing (as is normal when a modem calls), it issues its modem connect tones instead. Therefore, if you have a problem, it's with YOUR modem, nobody else's.
