These two logical nets could be on the same physical NIC, which I
believe is necessary for separating the two netbios protocols.

The leading comma separator in your line of
  wrkservices = ,PEER
may not matter. In this case it looks to be just separating different
services.

I'm not sure why wrknets would parse differently; other than that it
implies the existence of more nets than are actually configured or
installed.
