It all depends on which version of Windows is installed... as noted before in 
this echo, Delphi uses the Windows Common Dialogs for the components on the 
Dialogs page. So if you're running a French Windows, the dialogs should be in 
French, if you're running an English Windows, the dialogs are in English.
