Nope I had the same thing in an old home machine (win2K). Turned out that
the 2 lower pci slots had been b*ggered up by me via shoving in a PCI 2.2
card into a PCI2.1 slot (the whole mobo is 2.1). At the time it didn't work
etc so I tried it in a couple of slots & then thought the card was bad.

I should point out the PCI rev was not on the card's box. However much
later...I then thought I'd slot a lan card (known to work with that
machine) into first one & then the other slot & I got the above
problems.

Luckily I had a pci slot I'd never touched with this PCI 2.2 card &
when seated in that slot the card worked fine.

It is possible this machine has PCI 2.1 mobo & someone has tried to
slot in a 2.2 card.

Seems to trash those slots permenantly.....
