Some of the reasons for this is the cost involved.  Here in the USA,
telephone service is relatively cheap, while it is VERY expensive in
continental Europe.  Conversely, T-1 lines are very cheap in Europe, and
expensive over here!

Following with my previous comment above, Europeans are more likely to
connect a T-1 line to their computer and get a moble phone, thus avoiding
the high cost of the telephone altogether.
