And there we disagree -- I believe that policy 4 says that the final
vote is on the entire document, but that the RCs could have told the
IC that they were in favor of a referendum without specifying the
document. However, in the final analysis, it is the interpretation
of the RCs that mattered on that point.
I still fail to see why any RC could not have easily supplied sections
2,3,4,5,6,7,9 and 10 for themselves since there was not one word that
changed in any of those sections. Only sections 1 and 8 were
changed. The new section 8 was presented in its entirety.
Publishing the unchanged sections only wasted bandwidth.

And how about when the proposers accused the IC of something negative
in the process, did we gain or lose credibility? If you might
recall, Ward had the final proposal for about a year before he got
pushed into keeping his promise to present it to the RCs for their
consideration.
