I don't think so.  You now hear radio transmissions between drivers and crew 
chiefs during NASCAR races shown on TV.  They've gotten prior permission from 
the team to not only monitor those transmissions, but rebroadcast them as 
well.  I suspect that the police might have given prior permission to the 
news crew as well...
