It appears to me that this behavior is modified by the presence of
additional 'nameserver' lines in RESOLV2 and by entries in the
'forwarders' section of named.conf
I set each of these to generally dependable DNS servers, including my
ISP.
I haven't sorted out which sequence is used by local BIND when it isn't
authoritative for a zone, or doesn't have it cached, but it is
certainly either RESOLV2 (or RESOLV) or the 'forwarders' in named.conf
In one test, the queried system was first found in RESOLV, being later
in the chain in other files.
