Thanks to a tip from Dani, I have found an updated version of HDMON that 
supports OS/2 and SCSI:

The package is missing one file (SCSIPFA.SYS), however, and I can't find 
it so far. I have searched IBM, Hobbes, LEO, Norloff, and Google.

Does anyone have this file or a guess as to where else to search?
