By that reasoning not only the "eight" but the "character", "hexadecimal" and "number" are just suggestions as well. By that reasoning it could be anything including "empty".

So by reasoning ad absurdum it follows that you are wrong. The correct interpretation is that it MUST be an eight digit hexadecimal number, but the value MAY be any value as long as it is unique.
