Not necessarily, that pronounced shift to better db levels
can be due to it being wet. What Telstra call an HR joint, high
resistance. High humidity levels can help them quite noticeably.

I went for absolutely ages with one particular person having absolutely
atrocious results, even at 300 baud. It went on so long that it eventually
became clear that there was a definite pattern to it, rather better in
winter, hopeless in summer in the daytime, not bad at night in the
summer. One mention of that to the fellow who I know well in Telstra,
'ah, an HR joint' and they tore out and found it quite quickly.
