Policy quite clearly states the RC's must consider the entire document. If
the RC's are not presented with an entire document, you can't blame them
for rejecting it.

Splitting Policy and expecting people to correctly assemble it later leads
to multiple interpretations of what it says, and that opens a huge can of
worms (IMHO). Keep it clean, complete and simple.
