Rich, you are standing in the forrest, but you can't see the trees. Yes, many 
officers are paid by the school system, not by the police department. There 
are school systems across the U.S. which have hired off-duty officers to work 
in schools, and they are paid by the school system, not by the police 
department. If you had read and understood previous messages, you would 
understand there are some officers who work in schools that are paid by the 
police department and some who work in schools that are paid by the school 
system. I guess you see only what you wish to see and you ignore the rest.

You really need to read and try to understand before you jump off the deep 
end in your own load of fecal matter. If it is a misdemeanor not committed in 
the presence of a police officer, the officer can't file the charge, with 
rare exception. The citizen would have to file the charge or make a citizen's 
arrest. The officer could assist them with this, but the officer could not 
file the charge unless the offense was one of the exceptions. You really 
shouldn't commit yourself so deeply in fecal matter when you understand 
little about the subject.
