It may not be illegal.  From what I understand, large corporations with
heavy phone usage buy "bandwidth" from Telecom and get a large discount
on phone bills.  They then offer to take care of your phone bill and offer
a 5%-10% discount on calls, as they take your bill to Telecom, get the 
20% discount, pay with your money (discount of 5-10%) and pocke the
difference.

CARE Australia (the charity) has been offering donators the chance to
join up with IBM's telephone discount plan.  Care might get a percentage
of any savings and you get your savings.  You can also nominate to have
IBM give the money saved to CARE instead of yourself.
