It's a crude form of encryption that doesn't actually use encryption.
In a simple form, you could add a certain number to each letter, like a
5 to an 'a', and the message would show the fifth letter from an 'a'
where an 'a' should have been. FIDO forbids any type of scrambling.

Absolutely. UUENCODE and others take 8-bit code, like an executable,
and use one of the 7 bit ASCII characters as substitution to represent
the 8 bit ASCII code. Yes, it's kind of dumb to do this, since a .PRG
is plain text, but it's been done. UUENCODEd files need to be run
through a decoder to extract the original content. The problem is that
UUENCODEd files are about 40% larger than the original (because of the
character substitution) and require more bandwidth and download time.
The prohibition is just a way to keep people from posting huge files
that every sysop on FIDO would be downloading at a huge expense and a
waste of time.
UUENCODE is usually used to send small object files, which is perfectly
acceptable.
