That 12.11 V is perfectly OK. The voltage in my system is 12.23V. In
fact I have never seen a correctly operating power supply that produced
LESS that 12.0V.

I would surmise that if one did produce less that 12.0 V it would be
because of overloading.

Probably, but it would be counterproductive. If the HD is overheating
then you have some other malfunction.
