I'm not talking about requirements. I'm just saying I don't have an agreement
with that node to route netmail.

It's just common practice at this node not to send anything to any node (except
a direct netmail) without their approval. That node may not even have any
netmail routing setup. My BBS ran for years without it in the early days.
