I'm not surprised. You followed the manual (which is clearly wrong), and also appear to have entered the command strings incorrectly. Don't quote me, but I read somewhere that you need to use the "/" character with AA in Bink. I paid little attention at the time though, as I wasn't interested. PE> 10. Using AT+FAA=1;A as the answer string succeeds in adaptive PE> answering to a variety of data calls, but failed on a Banksia. Dunno why. There's NO reason for that to have failed, unless perhaps the BIT was sending V.8 tones (turned on by default with some brands) which the Viper confused with fax CNG tones, but that's just one possibility. AA should work with ALL modems with V.8 CI tones disabled. Most of those problems relate to the fuckwit who compiled the manual, and it would appear that the modem itself is actually relatively bug-free.
