The answer is simple.  The *non*-Connect flavour of OS/2 Warp 3 comes without 
either TCP/IP or LAN Server networking software, so you have to buy it.  
TCP/IP for OS/2 and LAN Requester for OS/2 are both available as standalone 
products from IBM.
However, in all honesty, you are probably better off buying either OS/2 Warp 
3 Connect or OS/2 Warp 4, both of which have the networking software as part 
of the bundle.  It will almost certainly be the cheaper route.

For a very good reason.  Netware Clients expect to talk to netware servers.  
DOS+Windows 95 is not a Netware server.
