I guess we use different dictionaries to define the word underlying or you
misread my original post. :-)

The RFC is just fine. It's even considered a standard. Per
rfc-index.txt:
0768 User Datagram Protocol. J. Postel. Aug-28-1980. (Format: TXT=5896
