The difference is in how the machine is being utilized. If the
machine is only a test bed or learning tool then a need to
reinstall is not a problem it's just more 'practice'. If the OS
was installed to utilize applications to produce output then a
reinstall is an interruption to be avoided. 

Hobbyists enjoy reinstalls, pros do not.

The really creative uses for any OS come about while trying to
produce output of some sort. If there is no need for any output
there are aspects of the OS that are not obvious or present
themselves as other than what they really are.
