Not at all.  It means that the Courier's old default of S54=0 (V.8 CI
enabled) has been changed to S54=64 (disabled), presumably because of that
very problem, where some fax/modems can't discriminate correctly between
V.8 CI and fax CNG tones.  I think you'll find that V.8 Call Indicate is an
optional part of the V.34 spec anyway, as its use certainly isn't mandatory
for V.34 connects.
