  You are losing your marbles.

  There is no Standard C function LocalTime.

  I'd say that you were talking about an implementation specific
  function, were it not that I know that no such function exists in
  CSet++.

  With reference to the Standard C function declared in  as

       struct tm * localtime ( const time_t * ) ;

  a little bit of RTFM will show you that the tm_mon member of struct
  tm, as specified by the ISO standard, contains the number of months
  since January, i.e. a number in the range 0 to 11.
