31200 to 33600 is actually less than an 8% difference.  But yeah, I agree 
it's not that big of a deal.  And even if you get a 33600 connection, your 
modem will retrain according to line conditions, so there's no guarantee 
you're going to stay at 33600.  
If you're getting 31200 connects, you should be very satisfied, because some 
can't even get that, and even those who get 33600 connects (such as myself) 
usually only get it in a relatively small minority of cases.
