I have folowed enough of this thred to choke a horse.
I m a retied LEO with Federalized authority as a POLICE OFFICER.
I my career cobering several states I have come accross "Private police 
frequently.
In KY they were covered under a statute and titled as Special Local Peace 
Officers when I started as a patrol deputy for McCracken County SO in 78  
Note that Polivce word wasn't used gort fear of mistaking with regular police 
but these officers were sworn with full powers of arrest while on duty and 
working fotr their employer on the employers behalf and were authorized 
concealed carry while working.
I know that several other states have similar statutes bur can not recall 
them at this time and am not up to a colliquy on the matter.
To simplify the term private police officer is a distinction that you all 
need to make.
IF you can agree that such a person is one that is NOT an off duty sworn 
public LEO working a second job
That would be a start.. then you would be able to recognize some facts of LE 
community. There are more than a couple "parapublic agencies around that 
employ sworn Personell in a proprietat setting.... TVA and RR Police are just 
a couple,
