Quite possibly.  One of the steps in making DSL available is to use
digital carrier modules that don't work well above 3x,xxx baud.

But ask them if DSL is available via an SLC or equivalent box.  It's the
distance from this box, not the CO that matters.  I'm 5 mi (road distance;
wire distance could be greater) from the CO but 500 feet from the box, and
have excellent DSL.
