You don't!!
If you use the common dlg's Delphi isn't creating these on its own. It uses 
the commdlg.dll commctrl.dll in the windows system directory to portrait 
these dialogs. 
The only way to have only Dutch strings in your dialogs is to write every 
error handling yourself. The second options is to replace the former dll's in 
the system dir with the dutch versions. (I would not recommend this!!).
